On May 24, Yomiuri listed the PREFECTURES that have already revised their ordinances to regulate drones:
Ibaraki, Tochigi, Gunma, Saitama, Chiba, Tokyo, Toyama, Ishikawa, Yamanashi, Gifu, Mie, Hyogo, Tottori, Okayama, Yamaguchi, Fukuoka, and Miyazaki. Those CITIES that have done the same are: Sapporo, Hamamatsu, Nagoya, Osaka, and Sakai.

Nagano, Shizuoka, Aichi, Shimane, and Gifu Prefectures, and Chiba, Kawasaki, Niigaga, Shizuoka, and Hiroshima Cities are now considering revising their ordinaces.

Kinds of regulations vary, but they typically revise exiting ordinances on parks and public buildings, and they consider drones akin to fireworks and baseballs that might do harm to people. Regulations often refer to “hindrance to management of the park” (Tokyo and Nagoya City), and “nuisance to others” (Sapporo and Fukuoka Cities). Tottori, which of course is know for its dunes, had revised their ordinance to protect the dunes in March to forbid remote-controlled choppers, and now decided to also forbid drones.
